Draft EIS Now Available

The Surface Transportation Board’s Office of Environmental Analysis (OEA) is pleased to announce that the Draft Environmental Impact Statement (Draft EIS) for the Proposed Acquisition of Kansas City Southern Railway (KCS) by Canadian Pacific Railway (CP) is available for review.

Public Meetings Held

OEA held seven in-person and online public meetings between September 7th and 19th. The Virtual Meeting Room is still open and features project schedule, instructions for submitting comments, and other project information.

Welcome to the project website for information on the Surface Transportation Board’s environmental review of the proposed Canadian Pacific acquisition of Kansas City Southern.

Introduction to the Proposed Acquisition

On October 29, 2021, Canadian Pacific Railway Limited, et al. (CP) and Kansas City Southern et al. (KCS) filed an application with the Surface Transportation Board (Board) seeking authorization for CP to acquire KCS. To thoroughly assess potential environmental impacts that may result from the Proposed Acquisition, the Board’s Office of Environmental Analysis (OEA) has prepared a Draft EIS pursuant to the National Environmental Policy Act (NEPA) and related laws, including Section 106 of the National Historic Preservation Act.
 

Project Area Map
The interactive map has been updated as of August 5, 2022 based on the amended Operating Plan that CP and KCS submitted on May 13, 2022 and potential impacts detailed in the Draft EIS.
