Issuance of Final EIS NEW

The Surface Transportation Board's (Board) Office of Environmental Analysis (OEA) has prepared a Final EIS pursuant to the National Environmental Policy Act for the Proposed Acquisition. The Final EIS is available for viewing and downloading and at the Board’s website (www.stb.gov). Issuance of the Final EIS completes the Board’s environmental review of the Proposed Acquisition.

Issuance of Draft EIS and Public Comment Period & Meetings

The Surface Transportation Board’s (Board) Office of Environmental Analysis (OEA) prepared a Draft EIS pursuant to the National Environmental Policy Act for the Proposed Acquisition. The Draft EIS is available for viewing and downloading and at the Board’s website (www.stb.gov). OEA provided a public comment period that ended on October 14, 2022.

OEA held three online public meetings and four in-person public meetings during the comment period at which members of the public could provide oral comments on the Draft EIS. All meeting dates and times are listed below (all times are listed in Central Daylight Time [CDT]).

Public Comment Period Meeting Transcripts

Notice of Intent and Public Comment Period

OEA issued a Notice of Intent (NOI) to prepare an EIS on November 12, 2021 and published it in the Federal Register on the same day. In the NOI, OEA invited public comments on the scope of the EIS by December 17, 2021. OEA held six online public scoping meetings November 30, 2021 – December 9, 2021 (see meeting transcripts below). OEA received requests for an extension of the scoping comment period and advised the public and all interested parties that the comment period was extended to January 3, 2022. The Final Scope of Study for the EIS was published February 18, 2022 and is available on the Documents page.
